This is because fish can be affected by various weather conditions with varying duration and speed. That's why we use four times of day: morning, afternoon, evening, and night.
* Here's an example: you can have a sudden change in atmospheric pressure that lasts at least 3-5 hours. If it's less then three hours, it can be considered a fluctuation that won't have any major effect on fish behavior.
